To clarify a point made during the call on the 19th: The toolset envisioned for this solution is to be used during the initial acquisition activity, to set the request for proposal. It is intended to be provided at an intial level of technical maturity to the contractors to propose against. From that the contractors would provide back a refined technical and business model as part of their proposal. The selected contractor and the government would then continue to use the model during the course of the execution to validate design assumptions and refine the deliverable being provided. Or, is the model to be primarily the business process model, with little emphasis on the technical solution using modeling which could require advancd engineering skills?
The goal for DoD is to use models throughout the lifecycle from concept to retirement. Our focus is on the early part of that process, but the idea is that both technical and non-technical personnel can use the model. To support this the model and the SW used to develop and maintain the model will need to support the idea of “Viewpoints”. The first part of your statement is correct, this is not just the business process. We will have to attack this problem in phases, the first phase is to determine if we can create good models using open source tools that will support the viewpoints of both the technical and program management functions.
