Integrated DE Tool Concept

Background

On June 2018, the Department of Defense released its Digital Engineering Strategy. This DoD Digital Engineering Strategy outlines the Department’s five strategic goals for the digital engineering initiative. The goals promote the use of digital representations of systems and components and the use of digital artifacts as a technical means of communication across a diverse set of stakeholders. The strategy addresses a range of disciplines involved in the acquisition and procurement of national defense systems, and it encourages innovation in the way we build, test, field, and sustain our national defense systems and how we train and shape the workforce to use these practices. Digital Engineering (DE) is based on system models that can be used to create documents, perform simulations, and automate certain acquisition lifecycle processes.

Objective

The objective of this TeamWERX effort is to develop a low-cost digital engineering (DE) application suite by taking advantage of open source, license free software applications.  This will require the integration of best of breed applications into an architecture that allows them to work together to promote the use of model based engineering practices across the acquisition lifecycle.

Each submission should identify:

1. Initial applications that should be considered
2. Outline the integration concept proposed
3. Define the process for adding functionality in the future
4. Include maintenance strategy

The intended end product will be used on Government networks. Two important factors to consider are: Cyber security and integration with Microsoft Office products. Ideally, the resulting suite of applications would be able to pass the Risk Management Framework (RMF) process and obtain an Authority to Operate (ATO).

Specifications

A. Research the DE model based sub-disciplines:

–  Model-Driven Development (MDD)
–  Model Based Systems Engineering (MBSE)
–  Business Process Modeling (BPM), and
–  Ontology Engineering

B. Familiarize yourself with the main DE modeling languages:

– Systems Modeling Language (SysML)
– Unified Modeling Language (UML)
– Lifecycle Modeling Language (LML)

C. Functions to be performed by the proposed DE Suite are:

– Requirements development
– Model development
– Simulation
– Test scenarios/procedures
– Creation of DE artifacts (models, code, views/viewpoints, drawings, ICDs, APIs, etc)

Stretch Goal: Developmental Technical Design Package

A. The submission satisfies each of the four objectives: 1. Initial applications that should be considered, 2. Outline the integration concept proposed, 3. Define the process for adding functionality in the future 4. Include maintenance strategy
B. Adaptability: does the design support the integration of new tools and capabilities in the future.
C. Affordability:  does the solution maximize the use of open source software and support the concept of Modular Open Source Architecture (MOSA)
D. Cyber Security: does the solution show a path to obtaining an Authority to Operate (ATO) for operation on Government networks.

Prizes will be awarded and announced within 30 days of the challenge closing date. A total of $25,000 in prizes will be offered, with potential for follow-on development funding of top submissions.
